Active SETV corresponds with defined phase C and D experiments outlined in "Part 4, The SETV Experiment". These experiments...especially ones which involve possible ETI probe feedback-CETI (Communication with ETI)-are much more complicated because they demand a well defined set of Pre and Post-detection protocols be in place. This of course presumes a specific behavior on ET's behalf. The deriviation of these protocols is based on certain preliminary assumptions about detectable probe energy signatures, behaviors and simple ETI contact scenarios. It would be irresponsible science to proceed with such an endeavor without a set of governing documents that define not only a Declaration of Principles but also Pre-Detection and Post-Detection protocols. The SETV strategy must be conscious of and sensitive to the body of international laws pertaining to the exploration and use of outer-space, the security of our world, the UN position on SETI activities and the SETI Declaration of Principles Concerning Activities Following the Detection of ExtraTerrestrial Intelligence. Governing documents written for active SETV experiments may be modeled after those of NASA SETI and the IAA SETI Committee. The SETI documents focused on Declaration of Principles, Pre-Detection protocols and a draft for Post-Detection protocols (Tarter & Michaud, 1990). Although there have been calls to have such protocols ready just in case (Billingham, 1993), there is no immediacy whatsoever for traditional SETI to do so. Following the detection of a microwave beacon signal, a protracted three year long UN debate on what to reply would be trivial compared to the probable elapsed time taken for the radio signal to arrive. For SETV contact experiments, a real need for immediacy exists, one which demand that Post-Detection protocols be written, ready and followed. SETV Post-detection protocols must include rules for verification, confirmation and syntax for communicating with an ETI probe. Work on these protocols is proceeding and involves a detailed look at the following aspects of probe interaction:

If, fortuitously, a probe is attracted and desires to communicate, the active SETV platform must be ready to respond automatically with something intelligent and interesting.
