The LDLN, French UFO Society, installed a network of magnetic field detectors. By 1969,
430 detectors were in use throughout the country. During 1968 and 1969
about 3% of the reported 332 visually observed suspected ET probe anomalous observational
phenomenon (AOP
-press "back" to return here)
were event alerted by the detectors. However in 88% of the event triggers, suspected
ET probe AOP were not visually verified, (Zan 1979). In each event where visual verification occurred
suspected ET probe AOP were within 1 km (3280.4 feet or approximately 2/3 mile) of observers.

Monsieur Perrinjaquet
Monsieur Perrinjaquet in Switzerland developed and distributed (GEOSS) an electronic (amplified)
magnetic detector. Perrinjaquet's detector was used with some success.
(Creighton 1966; Figuet/Ruchon 1979; Hendry 1978; Schneider 1981).

Francis Ridge
Operated and documented anomalies using a magnetic field
disturbance instrument system in Mt. Vernon, Indiana. The instrument
"Multiple Anomaly Detection and Automatic Recording" (MADAR) system was
designed by both Lewis G. Blevins (GS-11 pay-grade engineer) and Francis Ridge
(NICAP) in 1960 to attempt detection of field distortions in the
magnetosphere caused by suspected operating ET probes.

John Oswald and David Webb
Magnetic distortion variometers were deployed in New Hampshire, November
1970 through September 1972, with 22 documented events from a series of 659
utilizing an 'array' of 13 detector sites.
- 1972 - 1978
Harley Rutledge (Ph.D. Physics, UoM) and Graduate Students
Harley Rutledge, a professor of physics at the University of Missouri (Department Chair
of Physics), became interested in suspected ET probe (AOP)
when a neighboring township, Piedmont Missouri
(midwestern USA) started experiencing high ricidivism, recurrent, serial
suspected ET probe events. Being curious, Harley Rutledge approached his college and asked
for funding to allow himself and several of his graduate students to participate
in a field experiment where they would attempt to collect scientific instrument
data of suspected ET phenomena. Dr. Rutledge conducted 15 years of studies
during which time he and his graduate students experienced and observed
multiple suspected probes of suspected extraterrestrial origin. Using his
"field diary" as a research source, Dr. Rutledge published a book entitled,
"Project
Identification, the first scientific study of UFOs".
Indeed, Harley's
book, reads similary to a field diary. The book is an excellent technical
resource for matters relating to field usage of cameras, lens, problems,
as well as diagnosing and understanding the nature of lens flare. Harley
Rutledge clearly describes triangulating techniques to determine speed
and distance from suspected ET probe.
Dr. Rutledge
deployed several laboratory instruments which included a wide band RF spectrum
analyzer, optical spectrum grating plates and magnetometers.
He also clearly
describes the physical effect of the observation of an apparently coronal
ensheathed 'ionized' suspected ET probe crossing between multiple observation
teams located on towers, who were using 150 mHz radio transcievers for
inter-team communications and apparent resulting multipath interference,
as well as apparent broadband electrostatic noise. The interference often
was used to alert triangulation teams that an event was transpiring! The
book is out of print and is often hard to find, but well worth the effort.

Dr. Rutledge told W. Williams, (in a telephone interview, June 1997) that his book was
not popular for two reasons:

"UFOologists considered my observations as not reliable because, I saw too many".

"The book was too technical."
Also in that
same telephone interview, Dr. Rutledge said, "they [ET] must like me, as
little balls of ionized, plasma appearing orbs of light, two to six inches
(50.8 mm to 152.4 mm) diameter, typically orange or white and occasionally
bluish-white, were following me around. Would become visible in the dark,
when I 'thought' about them; often visible in lighted rooms or daylight.
They were so persistent, that my wife finally exclaimed, "I don't give
a damn where they are from, I want them the hell out of my kitchen!"

Ray Stanford (?engineer?)
Ray Stanford formed a scientific SETV 'style' instrumentation group,
Project Starlight International (PSI) to conduct instrumented studies of
suspected ExtraTerrestrial phenomenon and probes. In his
experiments he employed a magnetometer and a gravimeter amongst an
array of other instruments.
In one notable event, July 19, 1976 his instruments
detected simultaneous event transits with a WWV time-signal
deviation while concurrently, he imaged (via motion-picture emulsion
film camera) two suspected ET probes operating near his facility in the
desert.
Ray Stanford convinced that the suspected ET probes were intelligently
directed, designed and constructed a bi-directional electro-optical
signaling platform in an attempt to establish interactive contact
with suspected ET probes. However, he claimed that all he needed do, was
"think at them" and they would change their behavior.
The following was excerpted from an interview between
Ray Stanford and the Texas Monthly publication from:
"There's more. Stanford leads me downslope into the center of the light
circle, which consists of 91 150-watt spotlights forming a ring 100 feet in
diameter. Until recently, all of the lights were activated by a sequencer
Stanford and his wife made out of an old record turntable, an instrument that
has been superceded by a solid-state sequencer put together by Al Mouton, a
solid-state engineer from Motorola and a PSI fan.
The lights flash on and off in a sophisticated sequence that is not
immediately discernible. It's a hypnotic effect: the sudden flare-ups of
light all around us accompanied by the soft click of the sequencer give the
impression that the circumference of the circle is impenetrable.
The light circle is here because UFOs have reportedly been attracted by such
things in the past. As they are now, the lights can be manipulated in a
number of different ways, including a dot-dot-dot pattern which is a crude
form of pi, a concept dear to the humanoid heart. But on that day not too far
off, when there is cash to install a central computer, PSI will be able to
use the light circle to flash mathematical patterns and binary data to any
spacecraft in the area, even read and duplicate its light-pulsations.
The acronym "PSI" (derived from "Project Starlight International") possibly
a literagistic 'play' on the idea that ET probes often apparently exhibit
multiple exhibitions of autonomous cognition (telepathy) which Ray Stanford concluded via
his personal interaction with suspected ET probes. Other exhibitions included
apparent "bi-location".

George Hunt Williamson (Author of ~25 books about ET contact,
student of Autonomous Cognition)
George Hunt-Williamson, a puzzling man, was a prolific author of ET contact books
during the 1950s was foremost an occultic student, with principle interests in
Autonomous Cognition (AC) or "telepathy".
Williamson apparently first became aware of purported ET AC communication
through phenomena known as "Electronic Voice Phenomenon" (EVP) in the 1950s.
John Keel an investigative newspaper reporter / writer, and the author of the
now famous "Mothman Prophecy" and recently (2002) movie of the same name was also
interested in EVP with regard to suspected ET communication through that
medium and made acquaintance with George Hunt Williamson.
Through the affiliation with Keel, Williamson became associated with a 'channel team'
comprised of physicist Don Elkins (project manager), psychic Carla Rueckert and
James A. McCarthy. These people channeled the "RA Material". Don Elkins
was convinced that ET employ technology which apparently approximate Human
perception of communicating through "consciouness resonance" or autonomous
cognition (AC) or "telepathy, and further it seems he believed AC to be the
standard method employed by ET for communication. Elkin's team channeled several
"collective consciousness" or "collectives" known by these names:
- RA - about whom the RA Material books were written
- Quou - was model for the character 'Q' in "Star Trek: Next Generation" TV series
- Hatonne - 'Ashtar Command', a purported 'space-fleet commander', "located
beyond the solar-system frontier sensors", influenced thousands of Human devotees to
move to the Denver Colorado area caves in the late 1980's, in preparation to survive
a purported planetary wide cataclysm predicted to event in 2012.
In 1972 and prior to George Hunt-Williamson's affiliation with the Don Elkin's
"RA channel team", Williamson caused the fabrication of an electro-optical
Morse-code SETV ETp style communication platform. Little information has been found
regarding the operational results of Williamson's platform.
The following is an excerpt from the "RA Material" ppg 78-79, around 1981:
- Questioner: Was the pyramid then built by the mutual action of many?
RA: I am Ra. The pyramids which we thought/built were constructed thought-forms
created by our social memory complex.
- Questioner: The rock was created in place rather than moved from some place
else? Is that correct?
RA: I am Ra. We built with everlasting rock the Great Pyramid, as you call it.
Other of the pyramids were built with stone moved from one place to another.
- Questioner: What is everlasting rock?
RA: I am Ra. If you can understand the concept of thought-forms you will realize
that the thought-form is more regular in its distortion than the energy fields
created by the materials in the rock which has been created through thought form
from thought to finite energy and being-ness in your, shall we say, distorted
reflection of the level of the thought-form. May we answer you in any more
helpful way?
- Questioner: This is rather trivial, but I was wondering why the pyramid was
built with many blocks rather than creating the whole thing as one form created
at once?
RA: I am Ra. There is a law which we believe to be one of the more significant
primal distortions of the Law of One. That is the Law of Confusion. You have
called this Law of Free Will. We wished to make an healing machine, or
time/space ratio complex which was as efficacious as possible. However, we
did not desire to allow the mystery to be penetrated by the peoples in such
a way that we became worshipped as builders of a miraculous pyramid. Thus it
appears to be made, not thought.

Al Holt, (NASA Astrophysicist, Engineer)
Al Holt and John Schuessler (author of Cash-Landrum book) investigated close encounter sightings
in a pseudo-NASA organization called V.I.S.I.T. Incorporated. (now defunct).
Holt was formerly a VISIT investigator and known (in the early 'low-profile'
SETV community) for designing and constructing instrumentation platforms
for detection, surveillance and measurement of suspected ET probe AOP.

Bruce Cornet (Ph.D. paleontology/paleobiology)
Dr. Cornet has conducted extensive film camera as well as video/camcorder observations
of suspected ET probe AOP in Pine Bush, New Jersey, USA. See Dr. Cornet's
Performance.
Bruce Cornet's field data adds suggestive support that suspected ET probe AOP apparently
establish a channel of autonomous cognition (AC) communication that
exists between observer and suspected ET probe AOP. Cornet's 'data' also
seems to illustrate suspected multi-element precision navigation
control or nano-element (nanel) POD behavior. Similar ideas are predicted by
Dr. Robert Frietas of nano-technology fame.
Dr. Cornet, conducted a rigorous (~1200) multi-site magnetometer study of the
suspected anomlistic, high recidivistic area around Pine Bush.

Bruce Maccabee (Ph.D. optical physics, US Naval Research Laboratory)
Dr. Maccabee particpated in an instrumented search in Gulf Breeze, Florida, USA, in
August, 1992. The 'instrumentation' used (low light level camera and 1600
mm f/11 telescope). Though the 'event' "was a bust UFO-wise", data acquired
did provide solution to a strange sighting that would have been classified
as a UFO event had there been no instrumentation.

Erling Strand (assistant professor, electrical engineering, Ostfold College,
Norway)
Erling Strand has been conducting instrumented studies of suspected ET
probes and AOP phenomenon. The effort is known as
Project Hessdalen.
Strand has since the mid 1980s has operated various instruments in a portable
field laboratory in an attempt to learn more about the suspected ET probes
which are known to recivistically visit the Hessdalen Valley in Norway. In the day
light hours discs can be seen to travel through the valley, as day transitions
to the low light condition of night the discs gradually become glowing
balls of light as the background light diminishes below the discs coronal
ensheathment atmospheric ionization photon energy threshold. Erling Strand
has operated numerous types of scientific instruments in his ongoing efforts
to instrument suspected ET probes. Some of these instruments include, magenotometers,
RF spectrometers, gravimeters, as well as a Hessdalen Airforce loaned RADAR
set.
Strand and W. Williams have since 1992 discussed many types of instrumentation that
could be used to measure and detect the presence of suspected ET probes.
Dr. Strand, lobbying for and then applying college funding
(Ostfold College where he teaches Microprocessor Engineering) and motivating his
graduate students to use their free time, --designed, constructed and field deployed a
simple clever, functional autonomous optical trigger/detection system which
gates CCD imaging system (CCD camera, attached to the InterNet) and other
instruments for sensing and measuring suspected ET probes and anomalous
observational phenomena (AOP).
One of Strand's suspected ET probe detection experiments is facilitated using
a Princeton Engineering Anomalous Research Labs (PEAR) research
'MindSong' random event generator (REG) autonomous
cognition (AC) sensor as an element of the world wide Roger Nelson (Ph.D. psychology),
Global Consciousness Project (GCP)
EGG experiment. The research REG is a three JFET transistor
(Josephson junction field effect semiconductor)
circuit which generates multiple streams (three) of arbitrarially
long digital random numbers. This stream is directed via
an EIA interface into an Intel architecture PC for data capture. Each
'EGG' site is connected via the InterNet. Datasets generated at each EGG
site are automatically uploaded via a Linux driven PC computer
attached to the InterNet for uploading to
Roger Nelson's central database site for statistical analysis and dataset
archival. If a major event transpires which affects the consciousness of
many Humans, it has been shown that the 'normally' random numbers generated by
the random event generators (REG) generate coincidental hits. Statistically
via computer software these 'hits' are temporally corollated with
events transpiring around the world.
Strand has been employing his 'EGG' sensor to detect the suspected
consciousness of suspected ET probes and
uses the detection event to gate other instrumentation.

Walt Williams (hardware / software development contractor) and Scot Stride
(JPL - NASA microwave spacecraft engineer)
The Organization for SETV Research or "OSR"
was formed by two engineers, Walt Williams and Scot Stride to promote a research
environment commensurate with the study of Near Earth SETV Studies, whose
primary mission is the promotion of instrumented scientific studies of suspected
extraterrestrial probes, craft, probes and proxies. The
main body of the SETV doctrine and the instrument strategy was derived from
data collected during 11 years of manuscript research, (1992 to present)
for the book in-progress, titled, "Instrument Strategies for the Detection
and Measurement of Suspected ExtraTerrestrial Objects", researched and
written by Walt Williams. Scot Stride joined the effort in 1997, after
being indoctrinated by Walt Williams regarding the state of science of the ET
contact process and to join Williams' efforts to attract mainstream
scientific community interest. A scientific paper has been published which
in part was derived from Williams' manuscript data. A job well-done!
In 1997, W. Williams experienced a daylight suspected ET contact event which
occured on Williams' driveway at his home. Williams was discussing
the design details of his 'dual-role' active meteor instrument platform with
Scot Stride via Williams' 72 mHz FM full-duplex residential cordless 'phone'.
As a result of this experience, Williams' became motivated to create the ETp,
a SETV bidirectional electro-optical Morse-Code interaction and data logging
instrument platform experiment. The experiment is computer programmable.
ETp - an Experiment in Contact
The ETp which was originally named the "ET phone" honoring Steven Spielberg's
"ET" movie ("ET phone home") but was later renamed the "ExtraTerrestrial Primer"
through the insistance of Scot Stride in an attempt to be more palatably received
within the academic community.
The ETp experiment is an attempt to replicate certain reported Human to suspected
ET probe interaction events involving bidirectional interactive light signaling
between suspected ET probes and Human observers. Erling Strand reported via
his website in ~1992 his interactive light signaling experience.
Steven Greer, M.D. (CSETI) and nurse Sherry Adiamak (ca 1992, Santa Barbara, Ca., USA)
also reported interacting with a suspected ET probe using a podium LASER
which Sherry used to 'signal' the suspected ET probe by blinking the LASER
on-off which elicited a mimiced response from the suspected ET probe.
The ETp consists of multiple visible solid-state narrow band light emitters which
are modulated via a computer program. There is also a wide-band electro-optical
receiver and a programmably selectable color filter wheel. Any light response
above a selectable threshold level can be detected and logged.

PROJECT EMBLA
In August 2000 a team of Italian radio astronomers, astrophysicists and
technicians carried out an instrumented expedition in Hessdalen called the
"EMBLA Project". It was the result of a collaborative effort between the Institute
of Radio Astronomy (IRA) -- part of the National Council of Research (CNR)
in Bologna, Italy -- and the Ostfold College of Engineering in Norway.
Astrophysicist Massimo Teodorani headed the project with radio astronomer
Stelio Montebugnoli, Jader Monari and others.
The italian team used radio spectrunm analyzers that were in constant operation
for 25 days. This led to the discovery of highly anomalous periodic signals
that have so far defied any conventional natural explanation. The unusual signals
were characterized by spike-like and Doppler-like characteristics and were
mostly detected in the VLF radio range. The results are intersting because they
could possibly indicate a technological source and/or the discovery of
previously unknown natural phenomenon. Either scenario has important implications.
The EMBLA team members also carried out formal visual monitoring sessions during
this 25-day period. During this time they sighted many luminous atmospheric
phenomena in various locations in the Hessdalen valley. Some of the phenomena
were plasma-like and others seemed to show a structured morphology. In
particular, the team plasma-appearing phenomena with a non-Gaussian
point-spread-function (PSF) that has no obvious natural explanation. This is
significant because a potential explanation could be the presence of a
structured technological phennomenon surrounded by ionizing plasma.
Unconventional natural explanations are actively being explored so that no
stone is left unturned. Plasma physicists who attended the "ESA Workshop on
Exo/Astrobiology" who had the opportiunity to examine the data confirmed its
puzzling nature. A thorough discussion of the preliminary EMBLA data and the
range of theoretical models under consideration can be found in Teodorani's
paper in this same ESA publication.
A crucial element in the near-Earth search for ExtraTerrestrial intelligence is
the development of appropriate instrumentation. The research of both
Project Hessdalen and EMBLA has revealed weaknesses in the area of optical
instrumentation. High-quality optical devices are expensive, and purpose-built
optical equipment expeciallyy so. The significant results already accomplished
by the Norwegian and Italian teams with their SETV strategies are promising.
SETV projects need to be considereed for substatntial ESA funding comparable to
that invested in dedicated and skilful but un-productive conventional SETI
projects. In the meantime, a new observatory at Kingsland Observatory (Ireland)
is makking progress in the area of specially designed optics for SETV and the
implementation of robotic sensing devices.
The OSR identified defined and named the search strategy known as "SETV". OSR
is the 'parent' founding organization of the SETV search
model and actively promotes the SETV search model.
Qualified investigators who employ scientific methodology and who deploy
scientific instruments or instrumentation to search for
evidence of Near Earth Visitation are by this definition "SETV investigators"
and OSR extends the priviledge to these persons to identify themselves as 'SETV
investigators' under the definition without implied affiliation with OSR
other than as the organizing search model standard. The phrase "SETV" is a
scientific community nomenclature or term, and may be used by the community provided
it is used in the above defined context.
OSR requests members of the public having additional information regarding instrumentation efforts
of the past or known current efforts to please write:
